Is it possible to create labels for attachments?

I tried to follow the instructions here:

but I cannot attached a label. Is there a bug?

David,

  You should be able to add attachements by doing the following:

1. Go to the page that has the attachments.
2. Click on the page navigation in the upper right hand corner (Three Dots) and select "Attachments"
3. On the attachements page you should see a list of attachements and a column labeled "Labels"
4. Click on the edit labels button see image below. (Circled in the image)
5. Add your lables
