Sometimes (it is random and changes hourly sometimes, it seems) I do not have the option to comment on text that I've selected on a page. Instead, I only have the option to Create a Jira issue. Here are my examples (from the same Space):

I cannot find any mention of this happening anywhere in the Confluence Cloud docs.
Also, just to note: Confluence Cloud is becoming buggier and buggier by the day. I don't know what you guys are doing, but I think that possibly by intending to sandbox your product into oblivion, and by removing all but the absolute bare minimum customization (i.e., like specifying heading level), you may also be killing your code. XML, XHTML, JS, HTML, iFrames, SQL, etc, only work well at so many layers deep . . . eventually it all starts corrupting and eating itself. I get unexpected behavior and errors in Cloud *constantly* now. I have begun creating a journal to show our Atlassian support team.

For the times where you are not able to inline comment, is it text within a specific macro, or are there any special characters or emoji on the page?
As for the bugs you are discovering in the updated Confluence, could you make sure to send them all through the feedback form in Confluence? That way it goes straight to the development team so they can keep track of them.
I'm also sure I've sent you this before but in case I haven't, you can read more about the customizations below. A lot of the macros we removed are indeed being discontinued, but many features are only being temporarily removed while we work on improving the issues with the editor.

We are using macros as little as possible now that we know so much is being deprecated. So, these pages are not using any macros and are built from scratch using the Blank page template. We do not use any special characters, and do not use emoji. It occurs randomly and sometimes on one page, but not others, and then may switch; there seems to be little-to-no rhyme or reason. It also does not appear to be browser-related. And yes, I have those links. We do not have the new editor, yet.

In that case, you want to contact support so they can help you with this. I'm not able to replicate it myself on my own instance.
They'll have a look at your instance in particular as well as your log files and the source of your pages and will be able to tell you what the problem is.

I have the same issue, on my Confluence, some page I have this "comment/create issue" pop up window, some pages, I don't. I like to know what the solution is. Thank you, Erica
