At present, Atlassian Whiteboards cannot import outlines or structured data (like text, CSV, or JSON) to automatically create a mind map. Mind maps must be created manually.
Workarounds:
Paste text and build the mind map manually
Create the mind map in another tool and import it as an image

If you're using AI, you could try out Smart create - quite an interesting feature that we've been testing. If you point out that you would like a mindmap, it will create it based on the prompt, although I'm not sure it will use the actual mindmap feature/object, or if it will simply create boxes and connect them with lines. If it doesn't support it yet, I'm guessing it will be supported relatively soon. 🔜
