Hello @mobileLIVE Admin 

Jira is a work tracking tool. In that regard it can be used to track the work related to defects. It does not have native functionality specific to the needs of tracking Test Cases, but there are third party apps that can be added to provide specialized functionality for that.

Jira has some native reporting capabilities.

Confluence may not be necessary, but it really depends on what you requirements are.
