Normally for a new organisation, you'd be wanting to create a new Confluence instance - you can do this beginning at https://www.atlassian.com/try to setup an initial free trial and then selecting your relevant paid package once known etc. 

If you're adding a new bunch of folks to an existing instance, the advice from the others is correct (see screengrab below) - make sure the permissions for your new space match what you intend in terms of whether the rest of the users on the instance should be able to see what's in it etc :)

Hi @Jeff McBride 

If you don't see the Create a space option in the Space dropdown menu, then you don't have permissions to create a space.
