I want to add functionalities like export pdf, share and all as shown in below image for all users with and without login in my scroll viewport theme.

To use most of these features, you must be logged into Confluence. However, you can enable PDF exports: for your readers

If you're using the Help Center theme, you can enable the Scroll PDF Export integration.

If you're using a custom theme, you can use this recipe.
