I noticed these tiles on a template, but I seem unable to create the same effect?

When I try to edit them they turn into black text and no white background, and same with the white bullet points. 

Basically I am looking to have new links show like this , white/coloured background, so they pop out of the page but there seems no option for me to create this myself.

But i could easily be missing a formatting tool

Hi @Matt Palmer 

you need to click on the link after inserting and change the view setting to "inline". Read this for reference: Smart Links in Confluence | Confluence Cloud | Atlassian Support

The colored background is probably the /panel macro.
