The picture must have clickable links to other pages on Confluence.
The look and feel must have a picture like quality.

The company I'm with, K15t, has an app for exactly this use case: Scroll ImageMap for Confluence. It allows you to draw shapes on images and add clickable links to them. If you try it out and have any questions, let me know! :)
