Sounds like you have followed all the steps I would recommend. It's also suspicious that this is the second report of someone not being able to upload images in a short span of time. The only extra step I would do is try from another laptop, seems overkill tho.
I tested on my instance and was able to add images, so it's not a system-wide issue, however, maybe it's an issue that is slowly being rolled out...
