I m getting russian or cyrillic language in the header why

We have a norwegian site and this is the second or third time I for some unknown reason experience russian (or cyrillic) in the header of the confluence window

That yellow banner is displayed to admins. The language issue is a known bug: Unable to change the language for administrative access banner

As mentioned in the Atlassian Bug Fixing Policy:
