Hi @James Thompson are you saying you have a page you wish to turn into a template?  Copy/Paste the page into a Template by going to Content Tools Templates New Template.

I workspace like to create a work space into a template.  When I followed your steps I do not have the new template selection.  Does your steps require admin rights?

Yes you have to be a space admin to create a template.  After you've created the template you then have to promote it for it to become available.  To create a global template you must be Confluence Admin.
