On our HUB page I click on the RESTRICTIONS page - I have "view and edit" access. I go here to added or remove personnel in our Division as needed. Today the RESTRICTION page is grayed out for me. How do I get this fixed to continue my access functions of "view and edit" for personnel?
Are you working with a Cloud instance or a Server/DC instance? If your URL looks like this then it is a Cloud instance:
https://<your company>.atlassian.net
Are you able to edit the page itself?
If you are not able to edit the page itself, then somebody else may have change the Restrictions on the page so you now only have View permissions.
Are you an administrator for the Space or for the entire Confluence instance? If not, you will need to contact the Space Administrator about this issue. If they are not able to resolve it then you will need to escalate to the Confluence Administrator for your instance.
