Why I have not the option to create a software project ?.

Other spaces are here but not the "Software Project"..!??

From your screenshot, it looks like you're using Confluence app.

A software project can be created in the Jira Software application.

Ah, sure, I understand.

You will still need to add a Jira Software app to your Atlassian account (if you do not already have one). Then you have to switch from Confluence (where you did Screenshot) to Jira. Please look at Get started with Atlassian cloud products
