I have checked the space permissions and page permissions and gave them all max permissions and they can not view the pdfs still.
Do you have your ConfiForms form (definition) configured to use the "secure storage" for the uploaded files?

But in this case the files that are attached could be accessed only by users who have access to them.

This form is through confluence I created a form using the confiforms definitions. When someone submits the form they usually attach a pdf and/or a zip file. When they submit the form the PDF goes into a subpage. Then a link is listed to the pdf or the file.

You'll probably be able to troubleshoot this with @Alex Medved _ConfiForms_, as he probably got the most experience with ConfiForms out of all of us :)

If some users cannot view the form, it is usually due to permissions.
Check the following:
• Make sure users have access to the Confluence space
• Verify page restrictions are not limiting access
• Ensure the form app (if third-party) allows those users/groups
• Confirm users are logged in with the correct account
• Try opening in an incognito window to rule out cache issues
If the problem continues, share which form app you are using and any error messages.

Hello, after trying to open a file or PDF they get taken to a page that says " Page not found" as well as
-the page doesnt exist
-the page exists but you don't have view permissions for that space
