I created a new User Created Template as the admin which was promoted however no one can see it

I created a new User Created Template as the admin which was promoted however no one put me, the admin can see it. When users client to create a new page it goes directly int he default blank page instead of giving the option of the templates avail like it does for the admin.

you need to click "..." button instead of "Create".
