I can't see the Confluence "Cog Icon" on the top left of my Confluence screen

I am administrator and want to be able to create a Confluence security Group and have been directed to access "General Configuration" selectable from the "Cog Icon".

However, I can't see the Confluence "Cog Icon" on the top left of my Confluence screen.

I can see a cog icon on the bottom left called "Space Tools", but that has no "General Configuration" menu.

Please help

It means you don't have confluence admin rights. you have the specific confluence space full rights.

Please ask your confluence administrator to provide you a admin rights for confluence.
