Can you confirm if you are trying Admin password recovery on Confluence server version 6.5 or later? As setenv option to recover a password is only applicable to Confluence 6.5 and later.
If you are attempting at an earlier version you have to reverse the changes you made and follow KB to reset admin password via DB edits:

thanks for the reply i am using 6.2.4.
i have one doubt i am using crowd for user management when i add the application authentication test is showing success but i am not able to login in confluence. could you please help me to resolve the issue. previews it's work fine.

You have to make sure you follow Crowd integration with Confluence guidelines outlined in Integrating Crowd with Atlassian Confluence.
In your case, things to check is to make sure that you have synchronised Crows user directory with Confluence, also you should move Crowd above Local Directory in Cog > General Configuration > User Directories. User directory order plays a role during authentication, in case you have a user with the same username in both, it will be checked in whichever one is higher.
With above password reset KB, there is a step to actually change user directory order in case Local is not selected as first, the reason for that is you have "admin" user in Local and in Crowd, and Crowd is set as first, then new password reset on "Local" admin will not be recognised as Crowd admin is the first account that gets matched during authentication attempt.
Finally, for any users to be able to login to Confluence, they have to be members of confluence-users or confluence-administrators group, as described in Integration KB I have linked to his message.
