How to transfer MFA to my NEW phone?
In my user profile I cannot see/click Two step verification
Make sure your authentication app is ready to use.
Log in to your Atlassian Data Center account. Go to User profile, then select Two-step verification.
Under Two-step verification settings, select Unlock settings and enter your password to verify your identity.
In the Authentication app tab, select Set up and follow the instructions on your screen.

The steps you're following are for Data Center (self-hosted), and it's correct, but the "Two-step verification" option may be disabled by your Jira/Confluence admin.
Ask your admin to confirm that two-step verification is enabled at the application level before you can see it in your profile.
If you're using the Cloud version, the process is different, which would explain why you can't see the "Two-step verification" option in your profile.
Under Two-step verification, click Manage two-step verification
You'll be asked to verify your identity (password or existing code)
From there, you can revoke the old device and set up a new one by scanning a new QR code with the authenticator app on your new phone
