How can I tell if my confluence hip-chat is cloud or local server based? Are they the same cost? if yes, can I move from cloud to locally hosted easily.

Cloud Confluence always runs on a url with <something>.atlassian.net in it.

Cloud and Server are very different in cost - see https://www.atlassian.com/software/confluence/pricing?tab=cloud
