How to make read-only access for authorized users without licensing

We are using Confluence for the big Univercity and we have limited number of licenses. We need to make access for the bigger number of users to Confluence than licences we have. There is a lot of restricted information, we can't use "anonymous access". Our users will not see information every day - may be 2-3 times per week. How we can fix read-only access for the authorized users but don't include them to licenses?

If a user logs in to Confluence, they need a license.  If you present the content anonymously, no license is needed.  This is how the application works. You could either secure Confluence and have users connect via VPN or some similar technology in order to gain access, then make content anonymous. You could also create a generic login and give that to the wide audience, but that kind of defeats the spirit of the license agreement. Your other option is to buy a larger license.
