Was trying to follow instructions from:

When I went to Space tools > Content Tools though I do not see an import option.
You tagged this question with Cloud, but you're reading instructions for server, where import space is in a different place. Have a look through https://confluence.atlassian.com/confcloud/import-a-confluence-space-724765531.html if you are on Cloud.
I found on my test instance that I needed the Admin Space Permission to see the import tab under content tools - here is what the user without Admin permission on the space sees on my test instance of Confluence 6.9:

How do you find out who the space admin is for a particular space? Choose Spaces > Space directory in the Confluence header, then choose the Space Details icon beside a space.

I got full admin privileges and still don't see Import show up in the menu. I tried to create my own space, and that one also doesn't have an import tab.
