How to identify language of content within a post with the correct HTML lang attribute

Here is an example scenario: A common practice in my area of work is for a speech to be partly in English and partly in French. The English and French content are not simply translations of each other. To get the full content of the speech, you have to be bilingual. I want to post the transcript of the speech on my confluence site. I also have a number of blind users who follow my confluence site. For them, it is important the English and French content to have the proper HTML "lang" attributes, so that their screen readers will read the French content properly and not apply an English pronunciation (which would result in incomprehensible gibberish for them).

How do I identify the parts of the transcript within my post, so that the generated HTML will identify the language of the portions of the speech in a different language?
