How to grant page access to Jira licensed user (but not confluence)?

We have a group of Jira software users that do not have confluence access (to save cost). But we would like to share some permission to confluence page to at least view or comment. Tried changing a few permissions & restriction setup, still doesn't work. Please help! 

 

Here is my setting: 

Page restriction: No restriction

Space permission: Can view

Global permission: Can't use (If change to can-use, will it cost the confluence license?)

Hello Esther,

Thank you for contacting us.

Unless you have granted public access to the instance and spaces in question, then yes, a Confluence license is required. Public access means that anonymous users on the internet can view your instance, and it will be indexed by search engines, such as Google.

Since you have Global Permission for that group to Can't Use, then they will not be able to use Confluence globally, no matter what permissions you have on the individual spaces.
