You need to use Page Restrictions for that. Page permissions are automaticaly inheritated by child pages so you need to create a separate root for that as you can't grant access to child page without access to parent.
You can test it using Check who can view a page functionality later to make sure everything is correct.

The term "page permissions" is misleading as it's not possible to grant permissions on a page level.
Page restrictions do not grant permissions, but restrict those permissions that have been granted at space level.

Page permissions are all about allowing access to pages, so page permissions seems right to me, especially on a page that says "space permissions" on it.

You will need to give the user access to view the space, and then restrict every page at the top level, except the one containing the page you want to let them see. Then you'll need to restrict all the other pages around that one page that you don't want them to see.
