How to enable posting pictures in Confluence.

Do I have permissions to enable picture (.png) pasting in my Confluence page?
What is the proper way to do it for my confluence page?

Welcome to the Atlassian community.

In order to paste a file of any type into a Confluence page you must have the permission for adding Attachments within the Confluence Space where the page exists.

The people who have permission to Administer the Space is able to examine the permissions to find out if you have that permission, and grant it to you if they think you should have it.

You can find out the Administrators for your space by clicking on the ... button next to the space name in the navigation panel on the left, and then select Settings. The page that displays will include a list of the people with permission to Administer that space.
