We have site space and personal space on Confluence. Creating templates for personal space is well noted. So templates creation is not accessible for site space, is it correct?
I've researched and found that site space can use the templates created by personal space. But I can't create templates directly on site space, cuz there is no look & feel card available.

You can create space template by developing an App, and do a Space Blueprint. This is one way, not the easiest.
What you could also do, is to create a space that you will use as template to create the other one, by copying it. This plugin can help you : Copy Space for Confluence
To go further you can use this plugin : Space Templates for Confluence, you will embedded some pre-configurations and pre-settings for the space creator.
