How to create stakeholder list

I want to maintain stakeholder list including external stakeholders. Do i just have to add them as users ?

Nalaka,

I assume you're referring to the template where you have to @ mention all of your stakeholders?

You can only mention users with a paid Confluence license. If you don't want them to have access to your Confluence instance, you could also type out the name in text in case the user doesn't have a license, but note this won't be able to link anywhere, such as a user profile.
