How to create a template from an existing page?

Unless this changed in a more recent update, you can’t.

the easiest way to do it is have 2 browser windows over and start a template then copy and paste the template over.

Copy and paste. Ideally, copy the content of the source page when you are in edit mode, so you catch all the clever stuff as plain text.
