When you add a new user to your Confluence instance, they automatically get a personal space.
When/If for some reason a user needs and wants to create a new space, it's easy to create a new space - it all depends on that user's level of permissions.
They might be able to create a space themselves or they may need to ask an admin to do that (and set up the permissions).
