It appears you have a Starter License, so your support does go through Community, and so you've come to the right place!
Can you please elaborate what your issue is exactly?

But I think that was wrong.
The question is:
How can we add these 10 users and what about the licences we’ve bought already additionally?

Same as your last post I removed your SEN identifiers because this is personal information.
For your Starter license, if you have technical questions, you can ask here. But if you have a billing or licensing question, you can go to support.atlassian.com and ask there.
I have raised this question as well for you already so you don't need to do that right now. Someone from the Advocates team will get in touch with you.
