In the new confluence cloud editor the buttons showing up in the layout options are not available anymore. How to move a text block vertically instead?
Try to refresh your page, these options are visible to me.

In the new one the menu bar looks like this, without giving the "move" options you highlighted.

I have the same problem as Jan. In the new editor, when I hit the layout button I get a multi-column block inserted at the cursor.
I can't move that block, I can't cut-n-paste it, I can't do pretty much anything except delete it or change the column layout. And I also can't insert a single column section so it looks like single column is the default and layout is only used to insert other blocks?
The new editor is very frustrating. It looks like some UX idiot convinced everyone to make Confluence simpler-to-use by removing all of the functionality that made it worthwhile-to-use.

I also feel like they wanted to make UI simpler but ended up creating mess. @Jan Stähle have you logged this issue to Atlassian?
