The answer depends on what you are trying to achieve.

If you are wanting a "warm standby", where one Confluence is is a "master", running most of the time, and another one should be started if the master fails, then you can use simple database replication alongside a synchronisation of the attachments to make the fail-over box be ready to take over.

If you want Confluence to be "clustered" (two or more Confluences running and using the same database) then you need the Data Centre version of Confluence.
