How to add confluence rest api in an app

I am not getting an option to add confluence APIs in an app.

I was trying to follow steps from following url

From what you write it is not immediate to understand what you are trying to achieve. Are you trying to authenticate REST API calls using Oauth2 or anything else? 

Can you kindly provide more details?
