How to add an image under a numbered item

I am trying to add an image under a step. For example, I have:

1. do this

2. do that

3. do the other

I would like to add an image under number 2. But whenever I add the image, it's at an odd location in the doc, no right under number 2. 

If I remove the numbering, to fix the image location, then number 3 becomes number 1. 

It shouldn't be this hard... Should it?

I have used confluence for years and end up typing the numbers myself because it's so frustrating. Hopefully someone from atlassian can share a workaround.
