How to add a new user

I am space admin and need to provide access to user , I checked but its name is not present in Individual user list .

Can you assist me in adding new user .

Does this user have access to Confluence? - No he s unable to login

In JIRA user management, he needs to be in a group that has granted access to Confluence. Please check or ask your JIRA administrator. - I am checking this.
