How do I export a Confluence space plus a Jira project from once cloud account to a second cloud account? I would like to retain all attachments and documents.

Exporting a Confluence space and re-importing it into another Confluence instance is very simple.
However, if the Jira project and Confluence space are linked together, it advises you in the 2nd article to actually migrate the Jira project first. This is where you will run into trouble on Cloud.
Since Jira Cloud does not have a way to perform single project export, you need to do a full site restore to get your project over. The below article covers both scenarios, overwriting an instance that has no data that you need to save, and also merging an instance. It's a bit difficult, but possible:
I'm sorry to tell you that there's not another way to do this in Cloud. You'll want to plan the migration of Jira first, and then once that's completed and you can confirm all of your content is moved over, then you can begin your Confluence migration.
