In the Space Access options in Users and Groups, there is a link in the top right called "Add people to all spaces". I would like to limit who has access to that link as it's been used incorrectly several times now.
How do I limit who can see or click on that link?
In Confluence Cloud, that “Add people to all spaces” link is only ever shown to members of your Confluence administrators (site-admin) group. There isn’t a separate toggle to hide it.
If you don’t want someone clicking it, just remove them from the Confluence administrators group under Site administration → User management → Groups. Regular space admins and non-admins will never see that global button.

Yeah—you can navigate to app audit log (you'll need to be a Confluence app admin) and then you'll have an entry each time someone uses this feature to add a user to all spaces.

There doesn't seem to be a way to search just for these events in the Audit Log. It locates every event that has any of those words.

@Teri Michaels yeah... Audit log could use some improvement when it comes to search capabilities, filtering, etc.
I'd probably suggest exporting it to CSV and then manipulating the results there.

As Mia said, this feature is only available for Confluence app admins.
On top of that, there's a feature request related to bulk space permission editing you might want to take a look at: CONFCLOUD-78510: Enhanced bulk space permission editing for selected spaces
This might be somewhat related to what you're looking for.
