How do you insert a firewall rule to redirect all HTTP requests not from Confluence to HTTPS?

I'm trying to redirect HTTP to HTTPS. The Confluence 6.15.1 site is running well on HTTPS, but URLs using HTTP are not being redirected. RSS feeds are enabled so I'm trying to follow the RSS Feed Macro instructions "Instead of using web.xml to redirect traffic, insert a firewall rule to redirect all HTTP requests not from the Confluence server to the equivalent HTTPS URL." I can't find any instructions on how to do that?

My server is running on Windows Server 2016.

Well, the re-direction really should be done at the web server level. That's the best place for it.

As for the Windows firewall it cannot do that and if you are referring to an external firewall to your server then you best bet would be to go to the docs for your firewall configuration.
