How do you get to General Configuration settings / enable .css?

Hi

I am a space administrator and I want to add a .css sheet to our space.

On the Styling Confluence with CSS page:

They mention this change to the default settings:

Note: By default, only system administrators can edit the CSS for a space or for the site. To allow any user with Space Admin permissions to edit the CSS for a space, go to  > General Configuration > Security Configuration and select  Custom Stylesheets for Spaces.

Where exactly is this located, I cannot find it.

It does not seem to be in the Space Tools at the lower left.
