We have a Confluence server in our company.

We want to save money and have some employees read only access to some spaces, without paying as active users.

If i define anonymous access, how do these users log in to read documents?

They don't.  Anonymous access means "show pages to anyone who has not logged in".

I suspect I don't understand the question, but my instinctive answer is "they put the url for the page they want to read in their browser"
