I want to track user activity on our cloud confluence site and hook it up to Google Analytics.
Are both of these possible?

Currently, user access logging function is only available to On-premise version. In Confluence Cloud, in order to view that information you can install analytics add-on from our marketplace. You can try one of our add-on from below :
* Google Analytics in Confluence
It's called Google Analytics in Confluence where you can track all content activities which group by spaces.
