There is not available:

1. Choose Layouts in the left-hand panel.
2. Choose Create custom (or Edit) next to Global Layout.

Hey Sara,

The documentation you are referring to is for the Server instance and you are using Cloud. And since you are using Cloud, this is currently not possible.

This issue is being tracked at https://jira.atlassian.com/browse/CONF-28255. You might want to vote for the issue.
