There is no issue with setting a user's password as an administrator but when the password has been set how do you ensure that an email notification of the password reset is sent?

Which password reset email are you referring to? The one that someone receives when they click "Forgot password" on the login page?
You can enter any email address you want there, and it would send a link to reset the user's password.
Or are you asking that when you reset a user's password, how do you notify them of their new password?
