Can I link to a dropbox file so clicking the link will open the shared dropbox file?

Sure. Highlight your text and select the link icon in the toolbar. Then in the modal popup window select Web link and fill in the URL that Dropbox creates for you to share the file.

Yes, as dropbox files have urls when you use it online, rather than via a shared folder or client.
