How do I grant read/write access to a user?

I clicked on the name of the user to change his access level, but I got a message "Not Permitted".  Supposedly, however, I have admin rights to do this.  Where can I set read/write access for Jama users?

You can do this in jama.

Did you try it from Confluence? What Application are you using to manage users?

What's jama users?

this is a community about Atlassian's products. Jama is none of them.
