How do I fix the broken webpage that occurs for some some service desk users

Some users receive a broken page with text that reads "The webpage at hxxps://<website> might be temporarily down or it may have moved permanently to a new web address." Please advise on possible causes and solutions to this problem. Thank you very much for any guidance on this issue

This is either a network problem with reaching the page, or you have a broken plugin.  The server's log (<jira or confluence home>/logs/atlassian-<application>.log) will tell you what the problem with the plugin is.
