How do I create a template without admin privileges

I was able to create a "template" that I could use from a parent page when opening the dots next to the "Create" button (see pic) a long time ago, however, I forgot how I managed to do this. Anyone know what the steps are to get a page to show up in the Create dialog box?

   You must again create as many templates as you need to appear in the main menu

Users without admin rights can not create templates as far as I know.
