How do I create a site space. Option is not in the Spaces dropdown

When I click on the Spaces Icon in the Confluence toolbar the option to create a new Site Space is not available. Please help

Which system are you running?

First idea is that you don't have the permissions creating a new space. But more informations would be helpful.
