In the past, we were able to attach files (pdfs specifically) as links in the body of the the text. Recently, I've tried attaching a file as a link following the most recent update guidelines based off your help documentation however I am still receiving an error when I do.
I've taken the following steps:
Navigate to the published version of the page containing the attachment to which you want to link.
Go to More ••• > Attachments.
Right-click on the file name of the attachment, and select Copy Link Address.
Navigate to and edit the page where you want to link to the attachment.
Paste the URL in the link tool pop-up, and give it a more friendly name if desired.
At step 3, when I right-click the file name of the attachment and select Copy Link Address, and I actually click on the link to see if the file exists, I receive this error:
Page Not Found
The page you were trying to reach could not be found. This could be because:

Seems the issue still persists in late 2021.
I uploaded a new attachment to one of my pages and shared the link with other collaborators.
After trying to retrieve the file directly by clicking on the link, i get a "Page Not Found" "The page you were trying to reach could not be found. This could be because" instead of the expected file download.
At least for my case the (workaround) solution was to rename the uploaded file so it won't contain any special characters. A list of special characters which cause the attachment link to break are provided here and here.
I assume Atlassian auto-escapes special characters for security reasons and thus can't easily resolve this issue. They could however enforce the proper naming convention to prevent further frustration.

As I understand your issue, you say that before you right-click the name of the attachment to copy the link, you click the name of the attachment instead, in order to attempt to load the preview. At this point, you get the Page Not Found error, is that right?
Are all of your users also experiencing this issue, and does it happen with any attachment, across any page, on any space?
I've attempted to replicate this myself, but it seems specific to your site or attachment.
In your situation, it sounds like the attachment is no longer attached to the page, which could have happened if you recently migrated the page. I'm assuming that's not the situation?

Thanks for reaching out.
I receive the Page Not Found error when I click the link to the attachment when I go to the (ellipses > Attachments > Attachment Title). However when I navigate to the original page, the attachment is downloadable.
