I have given the user full project admin permissions in both the JIRA project and the Confluence space, but the "create retrospective" button is still grayed out and says they do not have permission.
Is there some other place I need to enable permissions for them to be able to add this?
As a note, the "retrospectives" top level page within the Confluence space is not restricted.

I just figured out the problem, and wanted to share the "Answer" in case others run into this issue.
Somehow, the "Create Retrospective" button on the top level "Retrospectives" page for the project was always trying to create the page on my personal wiki space instead of the project or even the current user's space.
So I edited the page, and edited the create button macro to always create in the project's wiki space.
Problem solved!

I copied pages from one space to another, and users were not able to add retrospectives. Edited the "Create from Template" macro with the new space key, and it was fixed. Now I need to check any other pages that use that macro. Thanks again.

You only need to have "Project Admin" permission in JIRA and "Add Page" permission in Confluence space I guess. Does the user have both?
